Get her fixed! Or that boyfriend, if you can truly care for the kittens! Make sure he's truly committed to the relationship, and isn't just seeing your moaning lil' puss as another conquest. Also ask him if he has a steady job, any past relationships, and would be an attentive father.
Failing all that, get her a diaper and a little kitty vibrator.

First of all get the cat fixed. The world does not need more unwanted kittens ending up in shelters. She does not need a boyfriend, and the "niarring" will stop if you get her fixed.
If she is peeing everywhere, make sure that the litter box is clean. Sometimes if the litter box is not clean, the cat refuses to go in it. If the peeing persists, she may have a bladder infection. A trip to the vet may be necessary.

She is in heat and if you want her to have kittens then find a male cat, or just let her out if she is an out door cat. Otherwise when her heat period is over take her to a vet and get her neutered. Problem solved, get her neutered or pregnant.
