Unless you are always watching, it is impossible to ensure your cat is using the toilet of YOUR choice. If your neighbor is willing to put up with the training process, you can provide him with wooden sticks soaked in citrus oil to distribute throughout his garden. These smell bad to cats and will deter her from using the garden as a toilet. You can also suggest planting a border of marigolds - these also smell bad to cats.

If your cat seems to prefer your neighbors garden, there may be some specific reason. Perhaps the dirt is different or it feels more private. Try to make your garden more appealing to her by figuring out what is attracting her to your neighbor and mimic it.

Still, there is no guarantee. You have no control over your cat's behavior while she is out of your sight. If your neighbor catches your cat in the act, ask him to frighten her away by making an annoying hissing noise or spraying her (gently) with the garden hose so she gets the point.
Well if you want your cat to poo in your garden, I don't really know what to tell you. Try scratching her feet around there, but that's about all you can do. Cats will do what they want usually. If you want you're neighbours to not poo in your garden, I would suggest contacting your local law enforcement.
