So my laid back friendly neutered male has been friends with ALL the neighborhood cats-even the occasional toms who happen by sometimes. New neighbors moved in and my cat HATES their tom cat. They've been fighting and my cat hurt the tom's paw the other day. He's (the tom) a well kept cat and has rabies and ID tags but the neighbor said she isn't getting him fixed. Anyway, I don't think it's territorial because my cat has never been like this with any other cats. He hisses and moans even when he's inside and sees this cat out the window. What could be the problem here? I don't want them fighting.

If this "new" neighbor cat is a dominent male, which it sounds like he is, he is threatning the neighborhood status that your cat has posessed. If your neighbor is nasty about keeping her cat in line I would let your local animal control know that her cat is not neutered, most counties have stricked spay and neutering laws! That may push her to get him fixed, for his own health its best!
As much as you probably dont want to read this, I would keep your cat indoors for the safety of your own cat. If you want to take him outdoors, be there to keep an eye your little one, just to make sure they dont fight...or if they do, you can stop it. I hope this helps and good luck.
Hello...oh they will still fight %26 still be territorial, specially with a new cat ... not much you can do to stop the fighting with an uncoperative neighbor either ..other then try to keep them seperated when you hear the fight or keep you cat in..as there are no laws about keeping cats in nor Fixing them !! well i used to have a boy cat and he would get into fights like that b/4 he got fixed. then he stopped doing anything and became really lazy and never went outside. you know your cat might be doing that to the other cat, just because he(the tom) is not fixed. i think they can smell it or something, i'm not really sure how that works.
